The law will take effect on September 1, coinciding with the start of the new school term. From that date, individuals under 15 years old will be barred from creating new social media accounts. Existing accounts will have a four-month grace period, with the ban fully applying from January 1 next year.

Exemptions include online encyclopedias, educational and scientific information services, and open-source development platforms. The law also includes a provision to fundamentally ban mobile phone use within high schools. However, specific methods for age verification and procedures for supervision or penalties remain unspecified.

Restrictions on youth social media access are spreading globally. Australia has limited account ownership for those under 16 years old since December last year. Indonesia has also restricted individuals under 16 years old from holding accounts on high-risk platforms such as YouTube, TikTok, Instagram, X, and Roblox since March.
